WIndwaker was not the first to do this in the series. It was actually pretty much the last. That's why when they talked about it, they referred to going back to the fundamentals of the series. Up through Wind Waker, Zelda was a series that focused on exploring. It presented a world and invited you to check out every nook and cranny. As the games became more cinematic, they became more linear, until a game like Skyward Sword where it was essentially "levels", a completely sectioned off world you got to one area at a time as the story progressed. He's referring to going back to the essence of what the series was originally about. I think of Zelda U as another Zelda 1 in this way.
